Ms. Victoria Palau Tárrega is the EuroMed Justice IV Project Team Leader . She holds a LL.M. in Public International Law, a Master in European Law and an Executive MBA ; she has worked almost 25 years in international relations and management , mainly in posts of responsibility, in development cooperation in the fields of rule of law and human rights .

She has an extensive work experience with the European Commission in development cooperation , democratization, human rights and rule of law projects, as she also worked in the cabinet of the Commissioner responsible for Mediterranean and Middle East relations , as member in charge of legal affairs. The EU projects she was in charge of included thos e to strengthen the judiciary in beneficiary countries and she worked closely with governmental and non -governmental actors, judicial schools, etc.

She has held high level management positions in the Regional Government of Valencia (Spain) where she assu red coordination tasks with public and private stakeholders at regional, national and international level, both at bilateral and multilateral level.

Her previous experience as responsible for the ENI CBC MED – Valencıa Branch Office for Western Mediterranean has provided her a strong knowledge of the ENPI/ENI SPC . She has participated in the Joint Monitoring Committees and Joint Programming Committees ENI CBC MED. She has travelled to the ENI SPC countries and worked with NFP, Heads of Delegation and Ministries of both EU and SPC.

Finally, she was designated by FIIAPP as Resident Twinning Advisor (RTA) in Turkey where she successfully implemented different tools and techniques (workshops, legal analyses, etc.) and where she also had to coordinate with other projects (financed by EU, UNDP, bilateral) in the same field, having close relationship with EU Delegation
